No, database merging is something that has to be done manually, the reason is that it would be difficult to write a fully general merge/synchronisation utility.
Take the simple case of a personnel record: If the person has the same name is it the same person? Which database holds the most up to date details? Should the notes field be merged or copied? How is candidate ownership reassigned? If the occupation, site and skills are not in the target database are they reassigned (how) or are they copied? The list goes on and on.
